COUNCIL OF THE FALLEN formed in mid 1997 when drummer Derek Roddy of HATE ETERNAL was introduced to guitarist/vocalist Kevin Quirion. January 2000 sees COUNCIL OF THE FALLEN record a demo CD, aptly titled 'Council Of The Fallen', which was sent off to friends, magazines and record labels. Soon thereafter, Martyr Music Group expressed interest and quickly signed the band. Plans for a full-length album were put in motion and during this time they met Sean Baxter who was playing in BROKEN HOPE and EM SINFONIA, both of which also signed to Martyr Music Group. As plans moved forward, Baxter assumed bass and the main vocal duties on COUNCIL OF THE DAMNED's debut album, 'Revealing Damnation'. Baxter initiated a side venture dubbed INCIVISM in mid 2002, an alliance with BROKEN HOPE colleague Brian Griffin.

The April 2003 album 'Deciphering The Soul', recorded at Mana Studios in Tampa, was scheduled to include Derek Roddy but his HATE ETERNAL schedules conflicted with studio time. COUNCIL OF THE FALLEN drafted Tim Yeung, another HATE ETERNAL veteran, in his stead. Yeung's veteran status also included association with WINDBREED, SHAITHUS, AGIEL, HATE ETERNAL, DECREPIT BIRTH, NEVERS END, DIABOLIC, VITAL REMAINS and ALL THAT REMAINS

In late 2004 the band partnered with UNHOLY GHOST and THE CLASSIC STRUGGLE for the 'Reigning Florida' tour commencing 31st December at New Smyrna Beach.

In July 2005 Sean Baxter would be announced as frontman for THY DIVINE EMPIRE, the act assembled by ex-DIVINE EMPIRE members J.P. Soars and Duane Timlin.

COUNCIL OF THE FALLEN returned with the 2006 EP 'An Examination Of Being'. These tracks comprised two recording sessions, the first conducted in September 2006 at Mana Studios in Tampa with producer Brian Elliott featuring vocalist / guitarist Kevin Quirion, guitarist Marius Kozlowski, bass player Scott Patrick and drummer Dave Kinkade, the second set of songs cut at Roddy Studios in Deerfield Beach, Florida with just Quirion and drummer Derek Roddy.

Drummer Dave Kinkade quit in March 2007 to prioritise MONARCH and Pennsylvania Death Metal band INSATANITY.
